You need to have the end game raid armors. So buy the plans from regs (750-2000 gold bullion each) and then you need a legendary module to craft it. It will be a random roll. So save up a bunch. To buy plans you need to do the Wastelanders quest line to unlock Gold Bullion, then use that to buy the new plans.My mule is holding a bunch of legendaries at the moment but he's only level 20 something so no point rolling for new weapons with him, but if I'm able to pass the modules back to my main I'll just spend the scrip on those instead to have them ready to craft the vault armor when I get more of the plans.
